The Doncaster Mile winner finished fifth in the Warwick Stakes at his first start since the feature in April.
"We could have 11 horses in it," Waller said. "As well as Royal Descent and Kermadec, we will enter Beaten Up, Preferment, Who Shot Thebarman, Opinion, Junoob, Moriarty, Foreteller, Hawkspur and Grand Marshal."
All of the group bar Junoob are group one winners.
Sydney Cup winner Grand Marshal will take the first steps to a possible Melbourne Cup start in the 1600m race along with Victoria Derby winner Preferment.
Last year's Melbourne Cup third placegetter, Who Shot Thebarman has his first start for the season, while some of the others will have to prove themselves to gain starts.
Kermadec is among the early market leaders at $15 for the Cox Plate, while Royal Descent is likely to be kept to middle distances.
Waller will have Flamingo Star and Strawberry Boy in the Tramway Stakes (1400m), a lead-up to the Epsom Handicap on October 3.
?Further south, good-quality galloper Fawkner is ready for his delayed return to racing with Damien Oliver giving him a glowing report.
Oliver made the trip to Caulfield to ride Fawkner in a raceday work-out on Saturday, although he could not take part in the Memsie Stakes meeting because of suspension. He is committed to riding Fawkner until the Cox Plate in which he finished second to Adelaide last year.
Fawkner won the 2013 Caulfield Cup but hasn't raced since finishing 10th in the 2014 Melbourne Cup.
He was scheduled to resume in the Memsie but was withdrawn because of a wide barrier.
Oliver said the 8-year-old felt in fantastic order.
"He was a little bit above himself first time out at the races but he settled into his work nicely and his action was great," Oliver said.
"It wasn't a full stressful sort of workout but nice and comfortable and his recovery was good."
