New South Wales jockey Mathew Cahill and four other people have been charged with offences relating to the running and handling of Astronomer who finished third in a maiden at Goulburn in June.
Cahill faces a charge of not allowing the horse to run on its merits.
Bookmakers Richard Knight and Ken Orbell, a part-owner, have been charged with two other owners, Robert Grynberg and Guy Orbell.
Guy Orbell has been charged with entering into an arrangement with Cahill to not allow the horse to run on its merits, while Grynberg has been charged with being a party to that arrangement and laying the horse with betting exchange Betfair.
Knight has been charged with improper action in that he had prior knowledge of Astronomer not being allowed to run on his merits and laying the horse with Betfair.
