The Canterbury Jockey Club is being blamed for the mess surrounding this year's New Zealand Cup Day at Riccarton.
Police originally sought to ban the sale of alcohol completely, after breaches of the alcohol act last year.
The club is now seeking a special licence to be able to serve alcohol each year, with conditions relating to the days and hours during which alcohol may be sold and supplied, prior to robust consultation each year.
Club member and race horse owner Brooke McKenzie says members who own a car park have been able to bring in their own alcohol in previous years, but not with the change
He's angry about the fact someone will be able to come and search his car, and his person.
