* IOC members will not be allowed to make official visits to cities bidding to host Olympic Games.
* Representatives of bidding cities may not visit IOC members. Bidding cities must meet requirements before being allowed to join the bidding process.
* The maximum number of IOC members will be set at 115 but may exceed that number during the reform process. The composition of the IOC will be 15 active athletes (eligible for up to four years after their last participation in an Olympics), 15 international federation presidents, 15 presidents of national Olympic committees or continental associations and 70 members elected on an individual basis.
* A selection committee composed of seven members (IOC and non-IOC) including at least one athlete, will evaluate the quality of candidates and prepare a detailed report for the executive board. Candidates must have been an athlete or been involved in sports administration. The session will elect members by a secret ballot.
* Of the 70 members elected to the IOC as individuals, there can be no more than one a country. For the 15 athletes and 15 presidents of national Olympic committees and continental associations chosen there can also be no more than one a country, not including the members chosen on an individual basis. For the members chosen from international federations there will be no nationality restrictions.
* Individual members will be elected to renewable eight-year terms. Members elected as presidents of international federations, national committees or continental associations will remain members of the IOC only as long they hold their positions within their own organisations.
* The IOC will have a maximum age limit of 70 years for all new members. Current members will be able to carry out their eight-year term even if they surpass the retirement age and can carry on serving until they are 80, the present limit.
* The IOC executive board will be increased from 11 to 15 members, including the president and four vice-presidents.
* Terms of office and election procedures will remain the same at four-year terms of office with the possibility of re-election and election by secret ballot.
* The IOC president will be elected for an eight-year term with one renewable term of four years.
* Current IOC members will be subject to re-election after eight years.
* During the reform transition period the number of members might exceed 115.
