KEY POINTS:
Australian Olympic Committee president John Coates has called for tougher anti-doping legislation which would force athletes to provide names if they make drug allegations.
Coates said the change was needed after former Olympic swimmer Elka Graham's claim in a newspaper column that she was offered performance-enhancing drugs by another elite swimmer in the leadup to the 2004 Athens Olympics but she has since declined to name the person or even give their nationality.
Coates said Graham should report the former athlete to authorities and also called for new laws that would force athletes in Graham's position to name names.
