The IOC is threatening to suspend India and Kuwait from the Olympic movement because of government interference.
Suspension would mean the national bodies would no longer receive IOC funding and officials would be banned from attending Olympic meetings and events.
Athletes would also be barred from competing in the Olympics under their national flags.
The IOC has expressed severe concerns for more than two years about interference in elections for the Indian Olympic Association, following the jailing of Suresh Kalmadi after the Delhi Commonwealth Games.
The Kuwaiti body was reinstated in July after a two year ban, following guarantees that new sports legislation would be passed to end government interference.
