Lanky goal keep Jury rolled an ankle ahead of Wednesday's clash in Auckland, robbing the hosts of one of their better performers in the opening 63-56 win over South Africa in Brisbane on Saturday.
The versatile and experienced Cullen is a squad member for the Taini Jamison Trophy series against England beginning next week.
New Zealand are also without veteran goal attack Maria Tutaia, who is taking bereavement leave.
Centre Shannon Francois is promoted to vice-captain while uncapped New Zealand under-21 shooter Monica Falkner is a chance to make her Test debut although coach Janine Southby may start with the more proven Te Paea Selby-Rickit at goal attack.
