The wait continues for young New Zealand motor racing driver Brendon Hartley.
The Palmerston North teenager still has not been granted an FIA super licence, which allows him to test and drive for Red Bull in Formula One.
It has emerged his application does not meet the total criteria and he will need an exemption.
FIA President Morrie Chandler says Hartley may not get the licence in time for the Formula One opener this weekend.
He says Red Bull does have other test and reserve drivers and adds all Hartley and Red Bull can do is wait.
The season opening Grand Prix is in Melbourne on Sunday.
