Reigning world champion Sebastien Ogier has labelled Rally of Sweden organisers "idiots" and has called for this week's event to be cancelled.
Eight of the planned 21 stages have been removed due to a lack of snow in the Karlstad region.
Volkswagen driver Ogier says he doesn't know why they've turned up as most of the route won't be passable.
He says it's too dangerous to run the rally on the gravel roads where the studded tyres are not suited.
New Zealand's Hayden Paddon is due to compete in Rally Sweden - the second event on the WRC calendar.
