World champion Sebastien Loeb won the motor Rally of Portugal yesterday as race organisers were fined US$50,000 ($70,900) by the sport's governing body, the FIA.
Citroen driver Loeb dominated the weekend racing to finish 37s clear of championship leader Marcus Gronholm of Finland.
The FIA denounced as "inexcusable" the lack of security measures which resulted in five people being injured in practice when Portuguese driver Armindo Araujo's Mitsubishi Lancer left the road.
