The New Zealander sits atop the leaderboard at five under on a day when a benign Oak Hill course chose not to bare its fangs.
Williams already has one major under his belt this year, winning the Masters at Augusta in a playoff with Angel Cabrera Jnr, son of the burly Argentine golfer Angel. It was Williams' first major since hiring Australian Adam Scott to swing his clubs for him.
Previously Williams won 13 majors with Tiger Woods taking his instruction.
Williams is in a share of the lead but will feel disappointed he doesn't hold it on his own. Scott pulled a short putt across the left lip on 16.
