All refereeing decisions involving a card for simulated fouls are to be automatically examined by a Fifa disciplinary committee the day after the match.
The world governing body has ordered referees to crack down on simulation to stop players winning penalties or free kicks by diving or play-acting.
"It must be 100 per cent clear and we are sure that it doesn't happen so often," Fifa referees committee member Volker Roth said.
"We don't blame the referees, they have only seconds to make a decision. But it must be 100 per cent clear."
