Following yesterday's individual pursuit silver to Jesse Sergent and 1km time trial bronze for Eddie Dawkins, van Velthooven placed an impressive second in his heat to advance to the second round later today, avoiding the repechage phase.
Based on the Japanese professional circuit, the 21-year-old from Palmerston North is establishing a reputation in the popular event, finishing ninth at this year's world championships.
After a motorcycle paced the seven-man field through the first 5-1/2 laps, he hit the front early in the 2-1/2 lap free-for-all before settling for second behind England's David Daniell.
Van Velthooven had too much momentum for fast-finishing Canadian Travis Smith in third.
Other New Zealand medal hopefuls today are in endurance events.
Lauren Ellis, Rushlee Buchanan and Joanne Kiesanowski harbour hopes in the women's 25km points race while Shane Archbold, Peter Latham and Aaron Gate line up in the men's 40km equivalent.
