The International Rugby Board (IRB) is considering reducing the number of teams taking part in the World Cup from 20 to 16. The 2011 edition of the tournament was under discussion at an IRB neeting in Dublin last week.
The World Cup involved 16 teams the first three times it was held in 1987, 1991 and 1995 after which the format was extended to add four extra teams.
