Construction began yesterday on Northland's largest resort complex, being built at Tutukaka, 30km northeast of Whangarei.
A resource consent has yet to be granted for the sewerage scheme for the complex and surrounding area.
Auckland company Jadco Investments plans to transform the Tutukaka Hotel, damaged by fire in January 2000, into a $24 million luxury hotel and apartment complex.
The three-storey, 9200sq m Ocean's Gateway Resort will include a 27-room boutique hotel, health spa, superette, dive school and petrol station.
The work will take about 14 months.
