KEY POINTS:
James Dahlberg, jailed for life in 1992 for the murder of his estranged wife Ann Urquhart, has been denied parole.
Dahlberg was found guilty of murder after Ms Urquhart's bloodstained clothes were found in the Golden Downs forest, south of Nelson. Her body has never been found.
He was convicted largely on circumstantial evidence, after police saw him in the Golden Downs forest area.
The Parole Board said in its decision that Dahlberg, 65, continued to deny responsibility for Ms Urquhart's death.
"This denial has meant that there has been no ability to address the offending."
Ms Urquhart's brother, Nelson city councillor Mike Cotton, told the Nelson Mail he was greatly relieved by the board's decision.
