The Greater Wellington Regional Council has voted to approve the Transmission Gully project, meaning it has been adopted as part of its regional land transport strategy.
Transit New Zealand's regional manager Graham Taylor said the first thing that needs sorting out is where the money will come from.
He said that must be confirmed before the costly resource consent process is begun.
Mr Taylor said it would probably take three years to get all the consents and planning finished, with another five or six years to actually build the road.
