After three days of counting in the postal ballot, 5.8 per cent of the city's 1,031,667 registered voters have voted.
This is an improvement on 4.1 per cent at the same time in 2013, but less than the 8.8 per cent at the first Super City elections in 2010 where there was a 51 per cent voter turnout.
This figure dropped to 35.5 per cent in 2013.
People have until October 8 to vote.
