The upgrade of Eden Park has caused a stir among Aucklanders with the overall thought being that ratepayers should not be footing the bill.
A snap survey on the streets of Auckland showed the majority of people think the government or the council should pay for the upgrade - being put in place for the 2011 Rugby World Cup - with a few saying it should be the responsibility of the rugby union.
However, if Aucklanders do have to pay up then many think the rest of the country should too.
Michelle Grant, a 22-year-old call-centre administrator from West Auckland said: "If people in Auckland have to pay then everyone should because it will benefit the whole country."
John Banks' promise not to spend ratepayers' money on the upgrade seems to have changed a few people's minds on whether or not they will give him their vote in the upcoming election for mayor.
Grant Mountjoy, a 47-year-old teacher from Eden Terrace, said: "I support him in that case."
But it appears nothing will change others' minds.
"Nothing would ever posses me to vote for that freak," said Colleen Bucknell, a 44-year-old landscaper from Avondale.
The issue of the government funding a waterfront stadium but not the Eden Park upgrade has most angry or confused.
"I don't understand the reasons behind why they won't, I just don't see the understanding," said Ms Grant.
And it appears some still think it was a waste of time even discussing a waterfront stadium in the first place.
Simon Beall, a 47-year-old taxi driver from West Auckland, said: "It was a silly idea to begin with. Building a stadium on water but having no car parks? Dumb idea."
