Auckland City does not have enough money to fund the Eden Park upgrade ahead of the 2011 Rugby World Cup, Mayor John Banks has said.
Mr Banks told nzherald.co.nz that the upgrade should be "funded substantially" by the Government on behalf of New Zealand.
He said money should also be provided by the New Zealand Rugby Union, the Auckland Regional Council and Eden Park Trust Board as well as the Auckland City Council.
Mr Banks said the Auckland City Council was spending $150 million on eastern bay beaches for Rugby World Cup visitors to enjoy and had little spare cash after earmarking $370 to $500 million for leaky homes compensation.
