Wellington's Victoria University will not be accepting any more applications from New Zealanders for undergraduate study for the rest of the year.
Chancellor Ian McKinnon blamed the move on "a considerable surge in demand and limited resources". International students can still apply.
Since 2008, the Government has been paying for only an agreed number of students at each tertiary institution, so universities cap enrolments.
