A sting on Palmerston North liquor outlets last night saw more than half those visited sell alcohol to underaged shoppers.
A group of under-18-year-olds were taken to 13 stores on Friday, monitored by plain clothes officers.
They were able to buy drinks at seven.
"The number of purchases the young people were able to make was extremely disappointing," Acting Senior Sergeant Clifford Brown said.
"It is particularly concerning that the number of the premises visited have also failed similar operations in recent times ."
He said police and the District Licensing Agency would be visiting the stores which sold to minors.
