TV3 says it will broadcast advertisements from a temporary base in Paris during the rugby World Cup to skirt laws banning advertising on Sunday mornings here.
Brent Impey, chief executive of TV3's owner, MediaWorks, said he was confident the move would comply with exemptions in the Broadcasting Act but would cost the company tens of thousands in relocating staff and equipment to France.
Broadcasting Minister Steve Maharey and rival TVNZ said they believed the plan would be in breach of broadcasting rules.
