New Zealand Post says it has been an exceptionally tough year for the postal industry.
The comments follow the demise of newcomer National Mail, which has been forced to close down.
National Mail says it has been unable to compete, as customers have been reluctant to change their habits and switch from using NZ Post.
However NZ Post spokesman Simon Taylor says the letter market has become increasingly competitive since the industry was deregulated in 1998.
He says there are now more than 30 registered mail operators who are all trying to compete in an world that is opting for new technology such as e-mail, rather than traditional postal methods.
