A Corrections Department spokeswoman said 30 convicted murderers and one person convicted of manslaughter would appear before the Parole Board this month.
The man convicted of killing Lower Hutt teenager Karla Cardno is among the convicted murderers.
Paul Joseph Dally, who tortured 13-year-old Karla before killing her 11 years ago, is serving a life term.
He is believed to have appeared before the board on Tuesday.
He was refused parole last year.
Detective Senior Sergeant Mike Small, the officer responsible for recovering Karla's body, said Dally should never be released.
"Personally, I don't think he should ever be let out, but the law is such at the moment in New Zealand that he will be released on parole unless there are reasons that satisfy the Parole Board that he should not be paroled."
Detective Senior Sergeant Small said the board, which would reserve its decision for about two weeks, would probably not release Dally.
"I doubt very much that he will get it this time. Next year, after 12 years, he might be close, but not this time."
Dally snatched Karla as she cycled home from a dairy in the Hutt Valley suburb of Taita on May 26, 1989.
Her body - naked, bound and gagged - was found near the Pencarrow coast road. Police believed she had been tortured for 22 hours.
