Burglars broke into the Invercargill City Council pound on Saturday night and stole two dogs which had earlier attacked an elderly woman.
The council was in the process of applying for a court order to have the two mastiff dogs put down after Noeline Shaw, 68, was attacked while delivering pamphlets in Invercargill last week.
Council director of environmental services William Watt said the thieves had broken through three levels of security and used bolt cutters to get into the pound.
The dogs had not been found and police were investigating, he said.
The two dogs were the only ones stolen in the break-in.
