Detective Craig Rawlinson said the unprovoked attack occurred early on December 8 outside the Imbibe bar in the Bayfair shopping complex.
A large group of youths attacked two men, one of whom was shot in the head with an air gun.
The victim was a 24-year-old tele-sales rep. He was standing outside the bar with his friend, a 21-year-old retail manager, The Bay of Plenty Times reported.
The air gun slug was found embedded in the 24-year-old's head when an x-ray was taken at Tauranga Hospital.
The second victim was concussed and required 10 stitches to a face gash.
The 15-year-old will appear in Tauranga Youth Court on January 14 charged with wounding with intent to cause grievous bodily harm and discharging an airgun at a person with intent to cause grievous bodily harm.
