The road is also known as Te Araroa Rd.
The car was near the corner heading north towards Te Araroa when police arrived, the spokeswoman said.
A St John ambulance spokeswoman said they sent three helicopters and an ambulance to the scene, but did not have any details on those involved in the incident.
"Generally they send the helicopter because it's easier access."
Two local helicopters that were sent to the scene were unable to reach the crash scene because of bad weather, so the Rotorua-based BayTrust Rescue Helicopter was dispatched, a spokeswoman for Philips Search and Rescue Trust said.
After landing, the BayTrust Rescue Helicopter called in the Waikato Westpac Rescue Helicopter for further support.
Each chopper carried two patients to Waikato Hospital.
The BayTrust Rescue Helicopter had to use night vision goggles on its flight back to Rotorua, the Philips Search and Rescue Trust spokeswoman said.
East Cape 4WD Sunrise Tours worker Iain Fraser, on Pohutu Rd near the incident, said his friend was having trouble getting home as the road was partially blocked by the incident.
"The fire brigade are back and the police are still there."
A Te Araroa Rd resident, who asked not to be named, said he'd heard there was an accident but it looked like it was "cleaned up now", and only one lane on the state highway appeared blocked.
