The Post Primary Teachers' Association wants educators to boycott a Government review of the National Certificate of Educational Achievement amid fears changes could increase teacher workload.
The association says the timing of a review of NCEA level 1 achievement standards is poor, given a new curriculum is due next year, as is another review of all NCEA standards, including levels 2 and 3.
Teachers fear any changes from the level one review could create more upheaval.
A letter sent from the association to its regional branches said the review was "absurd" and "somewhat unnecessary", and called for members to stop taking part until further notice.
It was sent last week after failed talks with the Education Ministry.
"We are not attacking NCEA. Indeed teachers have been working hard to make NCEA a good qualification," association president Robin Duff said.
"However, we feel that there is little point in doing this review and making changes when there is the likelihood the whole thing will change again pretty soon."
The ministry's deputy secretary of schooling, Anne Jackson, said the review would make only changes that were in the best interest of teachers and their students.
