Boy racers face being banned from cruising in large convoys if tough new bylaws are passed to get them off Tauranga's roads.
Mayor Stuart Crosby said the council was considering new controls, including using non-police to catch boy racers breaking the law.
"Boy racers are doing skids - that's a nuisance. But they are also vandalising private property and leaving litter and glass all over the place."
Mr Crosby said it was about time measures similar to Rotorua's criminal offenders ban were put in place in Tauranga to control the escalating problem of boy racers.
"There are two possible options: firstly, introducing a cruising bylaw, which stops more than 20 cars travelling together, and secondly, using non-police to get evidence of breaches of the law ... to make a prosecution."
Before making a decision, Mr Crosby said, he wanted to research the issue and how states in Australia were dealing with the problem.
"We have accepted that with existing policing levels, the police can't be there all the time."
