The National Distribution Union is recommending members accept an offer from Progressive Enterprises that will mean a 5.2 per cent average pay rise for staff at Foodtown, Countdown and Woolworths supermarkets.
The union will hold a ballot of members to vote on the agreement.
"If non-union workers want the pay increase, they will have to pay a bargaining fee or join the union," said Council of Trade Unions secretary Carol Beaumont.
