*Appoint an advisory group to consider ways to close the income gap between Australia and New Zealand by raising productivity growth to 3 per cent or more per annum.
*Establish a leadership council comprising the leaders of National and ACT to consult on government's programme with ACT receiving funding to participate in a substantial manner.
*Rodney Hide and Heather Roy to be ministers outside of Cabinet with Mr Hide the Minister of Local Government, Minister for Regulatory Reform and Associate Minister of Commerce. Heather Roy to be Minister of Consumer Affairs, Associate Minister of Defence and Associate Minister of Education.
*National to support ACT's "Three Strikes Bill" on crime to select committee.
*Select committee set up to re-examine emissions trading scheme legislation and look at alternatives, current ETS to be put on hold, and thermal generation ban repealed.
*Mr Hide appointed to expenditure control committee.
*Taskforce established with private sector representatives to review Government spending to reduce waste.
*National to support ACT's taxpayers right bill to select committee with the aim of capping Government expenses.
*Aim to reduce taxes.
*Taskforce on reducing red tape set up and examine the idea of forming a productivity commission.
*Advisory group set up to reform and streamline the Resource Management Act.
*Inter-party working group to look at education policy options.
*ACT agrees to support all legislation which works towards National's election commitment, confidence and supply measures with all other legislation on a case-by-case basis.
*National agrees to discuss ACT's wider election commitments.
*Ministers to be bound by collective responsibility for their portfolio areas and policy initiatives outside those areas which have been developed jointly.
*ACT to support National on procedural motions in Parliament and on select committees. Both parties to agree to membership of select committees.
