Abolishing zoning would have little impact on school rolls, according to research by the right-leaning think tank the Maxim Institute. It says that if families had better access to state secondary schools, fewer parents would be forced to move their children's schools - meaning more stable rolls and creating a manageable level of demand for extra places.
