There is then an opportunity to improve the quality of delivery from the site and to add features such as the synthetic surface and flood lights, already planned for the No 1 ground at Memorial Park.
This will cater for rugby and football.
The report talks about the potential for consolidating bowls in Masterton into this area, something which could lead to a higher quality bowls facility with increased membership.
It also notes tennis is in growth mode and they too could benefit from association with other sports in the hub and improvements to existing facilities.
Sharing of car parking between sports and across peaks and non-peaks would also be worthwhile exploring, the report says.
EASTERN SPORTS HUB: This hub would be focused on providing for court sports.
The report says the Wairarapa Netball Centre need a regional indoor stadium which would be compliant for their sport, meaning a decent run-off area and spectator seating for between 800 and 1500.
A two to three court facility would provide the capacity needed for community sport and provide a venue which would be able to host franchise games, inter-regional tourneys and possibly national tourneys.
It would be preferable the facility was co-located with the main outdoor complex for netball, which is on Colombo Rd.
"This is a major opportunity to transform indoor sport provision from fragmented to an integrated hub.
"It would incorporate a new pavilion for netball and other codes," the report says.
Two of those "other codes" would be basketball and volleyball and also possibly indoor football.
RATHKEALE COLLEGE CRICKET HUB: The cricket facilities at Rathkeale College are substantial, including four ovals, all with wicket blocks and access to pavilions, an extensive covered nets training area and an adjacent practice artificial surfaced training area.
The report says there is sense in making Rathkeale College the major participation hub for community level cricket in the district although Wairarapa Cricket did contend that the cost of using the college fields and facilities would need to become more affordable.
"Limiting the spend on multiple town cricket sites would enable existing resource to be redirected to assist Rathkeale College in its ambition to continue to be relevant to the wider community."
WAIRARAPA COLLEGE HUB: The report points out that Wairarapa College has a large land footprint and extensive sports facilities (arguably the largest cluster in the Masterton urban area) including artificial surface courts with lights for tennis (and hockey practices).
It says it could become an alternative location for a multi-code sports hub through a community-school partnership catering for rugby, football, tennis, bowls, cricket, hockey, netball as well as indoor sports.
The council received the report and will be reviewing its implications in the weeks ahead.
