KEY POINTS:
Ombudsman Mel Smith has been appointed to review the justice system to find out how effectively its different parts work together.
Prime Minister Helen Clark announced the review two weeks ago, saying the Government wanted to have a broad look at the system.
The decision followed criticism of the way Graeme Burton's parole was granted and handled.
The convicted murderer killed a man after he had been released from prison.
Mr Smith is a former secretary of justice.
Helen Clark said he would report to her and Parliament by September 1.
"He will look at how effectively the components of the criminal justice system actually work together, and whether differences in procedures in different parts of the system lead to unintended or undesirable consequences," she said after yesterday's Cabinet meeting.
The terms of reference for the review include identifying improvements that can be implemented and identifying any other issues that Mr Smith believes should be brought to Parliament's attention.
