Police officers who Tasered a man twice have been told the second time was disproportionate and unjustified.
But the Independent Police Conduct Authority (IPCA) ruled that the first use of the Taser was appropriate.
Christchurch Police were called to a domestic incident on April 19 last year.
The man walked towards two officers in a threatening manner, the report said, and although officers tried to calm him down, he continued to advance, attempting to punch and kick the officers.
The man was pepper sprayed, but continued to advance while throwing punches and kicks at the officers.
