Second police Tasering of Christchurch man 'disproportionate'

Police officers who Tasered a man twice have been told the second time was disproportionate and unjustified.

But the Independent Police Conduct Authority (IPCA) ruled that the first use of the Taser was appropriate.

Christchurch Police were called to a domestic incident on April 19 last year.

The man walked towards two officers in a threatening manner, the report said, and although officers tried to calm him down, he continued to advance, attempting to punch and kick the officers.

The man was pepper sprayed, but continued to advance while throwing punches and kicks at the officers.

One of the officers was punched and knocked back.

At that point, a Taser was used.

The IPCA report found that the first Tasering was justified, as the man was warned a Taser would be used if he did not get on the ground, and he failed to comply.

The man was then Tasered again, as the officers believed he could still cause harm.

However, the IPCA found the second use was disproportionate.

Acting Canterbury District Commander Superintendent Lane Todd said the man received appropriate medical attention after he was arrested.

"Our officers face volatile situations every day, which require quick assessment of the most appropriate tactical options, and this was no different.

"The officers involved have been spoken to and reminded of appropriate Taser policy and decision-making."
