Wellington city and regional councils have ruled out spending hundreds of dollars testing the greasy, grey lumps which have washed up on two beaches.
"Officers from both councils did the scratch-and-sniff test and decided it was either industrial fat or lard," a Greater Wellington Regional Council spokeswoman said.
