Children will start school at the beginning of a term rather than when they turn 5 if National is elected, says early childhood spokeswoman Anne Tolley.
"National will attempt to break the 'culture' of starting school based on date of birth to allow parents and teachers more flexibility."
Other aspects of the early childhood policy include working towards equitable funding for early childhood centres; building 20 kindergartens; loosening requirements for home-based providers; and establishing a training organisation to develop nationally recognised qualifications.
