Rodney District Council has pulled out of a bid to buy the Salvation Army's youth camp at Snells Beach and the 4ha beachfront site will go back on the market.
The council expressed interest in having the waterfront half of the site for a reserve when it came up for sale by tender in January.
It found a partner to buy the balance for development but was unable to make an arrangement that would meet the aims of both parties.
