Sailor in court for urinating in public and kicking at police

A naval rating has appeared in court after a drunken rampage during which he allegedly urinated in public, kicked at police and damaged a patrol car.

Rawiri Wiremu Wallace Matenga Kingi has been charged with disorderly behaviour, resisting arrest and intentionally damaging a seat in the police patrol car.

Police allege Kingi, 25, was at Pak'nSave in Mangere Town Centre at 10pm on August 13. Court documents show police allege Kingi was asked to leave the supermarket by a security guard because he was drunk. The guard followed him outside and saw him remove his pants and urinate on the building.

The guard called police but by the time they arrived Kingi had gone into the nearby Video Ezy and was causing a disturbance. When police spoke to him he told them, "I'm going to gap it".

As they attempted to handcuff him he began kicking at the officers.

Once in the patrol car he began dribbling and foaming at the mouth. He allegedly kicked the front seat with violent persistence and the seat needed repair.

Kingi is also facing a charge of breaching bail and is due to reappear in the Manukau District Court on September 30.

Navy spokeswoman Sarah Campbell said Kingi would not face any military disciplinary proceedings but had been placed under administrative review.

"This means a report will be raised to see if his retention in the service is desirable or not. A decision on his future in the RNZN will be considered on the completion and recommendations of that report," she said.

The court case comes as a top naval officer was relieved of his warship command for drinking.

Commander John Butcher was fined $2000 and ordered to undergo alcohol counselling after drunken antics in Vanuatu. Campbell said the Navy took issues around alcohol consumption seriously and had programmes in place for its personnel regarding alcohol awareness and behaviour.
