The Wellington City Council has allocated $56,000 for taxi vouchers to ensure young people ride home safely after a night in the city.
Matching private sector sponsorship will be sought.
Mayor Mark Blumsky said a safe image was crucial to the city's reputation as the cultural capital, entertainment magnet and scene of a sporting revival.
Three random sex attacks had taken place in the city in the past four months, and the council had set aside $1.7 million in its annual budget to make the city safer and approved funding of $6.2 million for the next four years.
The council was still deciding how to meet the cost of providing 15 city safety officers.
