The New Zealand Rugby Union expects the 14 team ITM Cup to become financially sustainable.
The NZRU are closely monitoring three provinces and are aware of the several others that are experiencing financial difficulty.
CEO Steve Tew says those that fought so hard for a 14 team competition now need to walk the talk.
Tew says in the long term they'll be looking for the communities that said they wanted to be in the competition to stand up and support the teams that they have now got in there.
He says the NZRU is unlikely to offer any financial bail outs.
