RSA bar staff in the Manawatu town of Foxton say they are being subjected to abuse from drunk patrons and pressure from officials to continue serving them.
Duty manager Patrick Evans told the Dominion Post the club had a culture of binge drinking and a small number of members regularly drove after drinking.
When he refused to serve drunk patrons, others bought them alcohol and staff were abused, he said.
It is illegal to serve alcohol to anyone who is intoxicated and managers and bars can be fined up to $10,000, or have their licences suspended.
Mr Evans, who is on stress leave, said the worst drinkers had been banned but those bans were overturned in "kangaroo court" meetings.
"The more we tried to stop it the worse it got ... I can't stay there and risk a $10,000 fine every day. I'm not prepared to go there and be under that stress," he said.
Club president Noel Duncan told the newspaper the club's executive committee had met to discuss Mr Evans' claims and "all issues that were raised ... have been resolved".
