"We are resealing the affected piece of road immediately, and this will be completed today if the weather holds up," Mr Frith said.
NZTA would identify the cause and Fulton Hogan would be responsible for any further costs.
"The repairs will not result in any additional cost to the public as these costs are met by the contractor.
"Fulton Hogan are our contractors but at the end of the day they do it on behalf of us, so obviously we take responsibility for everything that happens," Mr Frith said.
The initial resealing was done just over two weeks ago.
Masterton District Council road service manager Hamish Pringle said the work on Ngaumutawa Rd had been done using polymer modified bitumen, a type of roading material.
The use of polymer modified bitumen is a recognised, standard practice.
"It worked well for 10 days but when it rained, when it got wet the chip let go of the binder so that prompted some remedial work on the contractors behalf," Mr Pringle said.
Remedial work had started and would likely be finished by the end of the week.
"They and us will be keeping an eye on the seal in the future."
Masterton Fulton Hogan worker Paul Smart said Fulton Hogan did not know what had happened.
"We've rectified the problem and shouldn't have any issues on both these streets now," Mr Smart said.
When queried further Mr Smart hung up on the Wairarapa Times-Age.
Attempts to get comment from other Fulton Hogan representatives yesterday were unsuccessful.
