KEY POINTS:
An Independent Police Conduct Authority report released today into the shooting of convicted murderer Graham Burton is expected to criticise police actions prior to the shooting, but not the decision to shoot him.
Burton murdered Wainuiomata father of two Karl Kuchenbecker and injured four other people in January 6 last year, while on the run from police after breaching his parole conditions.
He was shot and captured by police. As a result of being shot, his right leg was amputated above the knee.
The authority investigates incidents of death or serious bodily harm as a result of incidents in which police were involved.
Its two-stage report is expected to find fault with police handling of the Burton case in the period before January 6, but not with the actions of the officer who shot him on that day.
Burton was in April 2007 sentenced to preventive detention with a minimum no-parole period of 26 years.
If he is released in 2033, he will be 62.
He pleaded guilty to all 11 charges arising from his rampage on Wainuiomata Hill, near Wellington.
