Women's Refuge is launching this year's fundraising campaign even though the proceeds from last year's appeal remain locked in a bank account.
The money, close to $350,000, will not be released until the membership agrees how it should be used. Chief executive Merepeka Raukawa-Tait hopes the decision will be made at the annual general meeting in September.
Ms Raukawa-Tait, who took over as chief executive of the National Collective of Independent Women's Refuges in May last year, is challenging the old policy of dividing the money equally between the country's 56 refuges.
Instead, she wants it used to fund special projects at a national level, but needs the membership to agree before that becomes policy. Women's Refuge runs as a collective, with an eight-member board.
