BNZ also alerted the Real Estate Agents Authority, which brought two charges against Ms Picknell before the tribunal.
The authority alleged Ms Picknell had acted disgracefully by providing Ms Letele with the blank agreements, which bore the stamp of J P Realty, where she worked as a part-time agent.
It also alleged she acted recklessly by failing to immediately report Ms Letele's unlicensed real estate agency work.
Ms Picknell told the tribunal she had given Ms Letele the blank agreements believing Letele would call her back in when the purchases were ready to be completed.
She said she only became aware that Ms Letele had used the blank agreements without her knowledge the following year.
But the tribunal preferred the evidence of Ms Letele's personal assistant, Marie Leota, who quit after she began to question what was going on, including the fact she had not been paid for seven months.
Ms Leota said the blank agreements were stored in a manilla envelope in Ms Letele's office, and were copied and sent to Ms Picknell.
She said Ms Picknell then invoiced Letele for consultancy work.
Ms Picknell accepted she had invoiced Letele for $565 in consultancy fees and $130 in rental appraisals, but said she was never paid the fees.
Tribunal deputy chairwoman Kate Davenport said Ms Picknell's actions amounted to disgraceful conduct.
"Every case is fact specific but in this case Ms Picknell provided blank agreements and was reckless to the point of indifference about where they were, when they were used how they were used," she said.
"The best we can say of Ms Picknell is that she was wilfully blind to the use to which the agreements would be put, and the worst is that she was complicit."
Ms Davenport said cancelling an agent's licence was the most appropriate sentence in cases of dishonesty. However, because Ms Picknell was not the principal player, she said suspension was more appropriate.
