To spend $10 million on the proposed glass cage is absolutely ludicrous.
Buying Kaikoura Island is a great idea - something for the country to own for eternity.

The acquisition of Kaikoura Island for the enjoyment of all New Zealanders would be a far more appropriate memorial to Sir Peter Blake than would the construction of yet another high-admission-cost "attraction" on the Auckland Waterfront. It is what the man himself would have preferred.
Perhaps both Auckland and Northland regional councils and the Queen Elizabeth II National Trust might be interested in sharing the burden. To the vast majority of New Zealanders Sir Peter represented yachting, personal endeavour and team achievement.
And for New Zealand, the centre of much of his endeavours and spirit is focused in Auckland and the Viaduct Basin. This is the appropriate place for a memorial where so many New Zealanders and visitors can easily access it.
