KEY POINTS:
Rapist and murderer Peter Robert Howse has been declined parole.
Howse, who was convicted of murdering his partner, Susan Keenan, in 1982 and committed more violent offences against young women while on day release, appeared before the Parole Board last week.
In a decision released yesterday, Parole Board convener Judge Carolyn Henwood said Howse's behaviour showed he remained "an undue risk to the safety of the community".
Repeat prison escaper Arthur William Taylor, 52, has also been declined parole.
The board panel hearing his case ruled he was still "an undue risk to the community," the Dominion Post reported.
