The Immigration Service is likely to apologise to Tongan Reserve Bank Governor Siosi Cocker Mafi for asking her to take a pregnancy test when she applied for a visa to travel to New Zealand.
Immigration Service operations manager Steve Jones said he was seeking information on Mrs Mafi's experience but had no reason to doubt her.
"If we have offended anybody then of course they have our apologies."
